JPEG200 compression - not clear when it is used

There is an option
"enable JPEG2000 for high definition images (PDF 1.5 or higher)"
What does this exact mean ?
When JPEG 2000 compression is used ? for which images ?
I made a test with a 300dpi scan color and switched on this option
only one time JPEG2000 is applied - if i set the "downscale res" to 300dpi - which is the same like the scan and select image quality "very high" and then in the result PDF the image of the first page is JPEG2000 compressed and the second page is JPEG compressed.

It seems that this option to use the JPEG2000 compression does not works correct and / or it is not clear when this compression is used.
The PDF level was set to 1.7
