Install fails -Error 1305

Install fails -Error 1305
Goes to Installshield wizard.
Get "Error 1305. error reading from file C:\Users\.......\Paperscan Free Edition.MSI. Make sure the file exists and that you can access it".
I go to the folder cited and the file is there. I can even run the .MSI file from that location and get the same error msg.
Can u help? If I can access it and even run it, cannot figure out why the installer gives me that error.

We've upgraded the redistribution software used in the 1.5.5.3.
I think it should work since we've not encountered any issue during our new deployment tests.

New version gives me -

I think you have a permission issue on your system.
